 R.M.Y.C SAILING DIVISION CONSTITUTION

 

   

I.

Objective

 

To promote the sport of sailing through yacht racing and cruising.

 

 

2.

Officers and Committee

3.

Membership for Officers and Committee

 

Must be full voting members of the R.M.Y.C. Port Hacking Sailing Division, classified as follows:-

  1. Racing boat owners

  2. Cruising boat owners

  3. Participating full members, being crew or members taking part in sailing activities.

  4. Honorary Members -

  1. the Flag Officers of the R.M.Y.C. Port Hacking.

  2. such other persons as may be nominated by the Sailing Division  Committee.

 

 

4.

Sailing Division

 

A specific register of R.M.Y.C. Port Hacking sailing members and a register of Vessels participating in yacht racing or cruising.

 

 

5.

Committee Meetings

 

Monthly, on the second Tuesday.

Election of Officers and Committee to take place in the month following the R.M.Y.C. Annual General Meeting.

 

 

6.

Racing

 

All races will be governed by the Racing Rules of Sailing (RRS) for 2009-2012 of the International Sailing Federation (ISAF), and the prescriptions and special regulations of Yachting Australia (YA) together with such supplementary Sailing Directions as may be issued by the Sailing Division Committee from time to time.

 

 

7.

Note:

 

As the Sailing Division is incorporated with the Royal Motor Yacht Club, Port Hacking, that Club’s constitution also applies to the Sailing Division.

Some items of importance are listed below;

  • Only R.M.Y.C membership with voting rights are eligible to vote in the Sailing Division

  • No person shall attend or vote at any meeting of the club or of the board of Directors or of any committee thereof or vote at an election including an election of a Director as the proxy of another person.

 DEFINITIONS and RISK WARNING

 

 

DEFINITIONS

 

The Club

The Royal Motor Yacht Club of N.S.W. Port Hacking Branch Ltd.

 

 

The Sailing Division

The Sailing Division of the Royal Motor Yacht Club of N.S.W., Port Hacking Branch Ltd. 

 

 

 

Rules

The 2009-2012 Racing Rules (RRS) of the International Sailing Federation (ISAF) and the prescriptions of Yachting Australia (YA), Australian Maritime Safety Authority (AMSA), Marine Orders Part 30, International Regulations for the Prevention of Collisions at sea (COLREGS) shall apply at all times to yachts at sea.

 

 

The Race

Committee

Shall consist of the Vice Captain, Chief Special Regulations Auditor and one(1) Duty Officer representing a nominated Duty Yacht for that day. The Duty Officer shall be a financial member of RMYC Port Hacking Sailing Division. A roster of Duty Yachts and Officers is maintained by the Vice Captain and is displayed on the Clubs Sailing Division website and Sailing Division Notice Board.

 

 

Committee Boat

Any vessel designated by the Race Committee for the purpose of starting, finishing or assisting in the running of Sailing Division races.

 

 

The Starter

Any person or his assistant(s) appointed by the Race Committee to conduct a Sailing Division race.

Risk Warning

This RISK WARNING is issued jointly by the R.M.Y.C-Port Hacking and the NSW Maritime Authority, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in the sailing activities conducted by R.M.Y.C-Port Hacking.

 

Participants are warned that, regardless of the precautions, which might be taken by reasonable and experienced persons, sailing can be a dangerous pursuit and participants are exposed to significant risk of property damage, physical harm and possibly death.

 

As an indication, these risks may include, but are not limited to:

  1. The extremes of weather and sea conditions.

  2. The potential that control of vessels may be lost, resulting in collision with objects and other vessels.

  3. The sudden movement of the vessel at any time and the possibility that participants may fall or be thrown overboard, resulting in drowning.

  4. The possibility that participants may be injured by equipment on the vessel.

  5. The absence of immediate medical care and the likelihood that significant delays may occur before medical care is available.

  6. Exposure to the elements for extended periods.

R.M.Y.C-Port Hacking and the NSW Maritime Authority also warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. Participants are warned to consider the above risks and all other risks before deciding to participate in any sailing event with R.M.Y.C-Port Hacking sailing division.

 

Participants are also advised that although R.M.Y.C-Port Hacking sailing division is covered by third party liability insurance, this cover DOES NOT extend to participants. Any participant who considers they have a need for insurance must make their own private arrangements with an insurer. A personal accident insurance policy is available with subscription to membership of Yachting NSW.

 Section 4

 SAILING INSTRUCTIONS and RACE RULES

 

   

1.

Rules

 

All races will be governed by the 2009-2012 ISAF Racing Rules of Sailing (RRS), the prescriptions and special regulations of YA, the rules of each relevant class and by these sailing instructions.

 

 

2.

Rule Amendments

 

Subject to any contrary provision in the Sailing Instructions for any specific Race or series of Races, the following instructions and conditions shall apply to all races conducted by the Sailing Division subject also to:—

  1. Permanent additions, deletions, alterations and variations as may be promulgated by the Sailing Division by email or SMS and listed on the Sailing Divisions website.

  2. Any changes or abandonment of a race promulgated on the Sailing Division’s notice board in the clubhouse and/or on the Club’s Website, two hours prior to the scheduled race start time, as well as by the Race Committee under the provisions of RRS Part 3 rule 27.3

 

 

3.

Right of Entry

 

The Race Committee reserves the right to refuse the entry of any yacht in any race conducted by the club, without having to inform the owner/charterer of the reason for such refusal.

 

 

4.

Responsibility

 

All those taking part in any race do so at their own risk and responsibility as detailed in the Risk Warning (Section 3). The club is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment. Attention is drawn to the RRS, Part 1, Fundamental Rules, 4, Decision to Race, and YA Special Regulations Part 1, Section 1 - Fundamentals and Definitions Rule 1.02 Owners Responsibility.

 

 

5.

Safety Requirements

 

  1. All yachts racing shall comply with the current special regulations of Yachting Australia (YA) applicable to the Safety Category of each race, as specified in the Division’s Race Programme.

  2. A yacht shall not be regarded as having entered for any race unless holding a current YA Special Regulations Equipment Compliance Form accepted by the Sailing Division’s Chief Special Regulations Equipment Auditor.

  3. All YA Special Regulations Equipment Compliance Forms are due for renewal in the September following the Winter Series prior to the commencement of the Summer Series. Each Owner or Charterer shall complete a new YA Special Regulations Compliance form and submit it to an Accredited Special Regulations Equipment Auditor for checking and audit of equipment on board the yacht. Following a satisfactory audit, the compliance form will be countersigned by the Auditor. A copy of the form shall be issued to the Handicapper.

  4. Yachts will be subject to YA Special Regulations Equipment audit at dates arranged by the Sailing Division and on a random basis.

  5. All yachts shall comply with the NSW Maritime Authority Safety Regulations.

  6. All yachts shall have a V.H.F. transceiver permanently installed and shall maintain a continuing listening watch on channel 16 whilst at sea.

  7. A requirement in case of Accident – Attention is drawn to the necessity of complying with the NSW Maritime Authority requirements, as set out in section 8 of this Handbook.

  8. Except as set out in Section 7 ((Two Handed Sailing Events), Yachts competing in Category 3 and 4 races intending to fly extras shall have a minimum number of three crew over the age of 18 years. Yachts competing in Category 3 races not intending to fly extras shall have a minimum number of two crew over the age of 18 years.

  9. For yachts participating in Category 3 events, COLREGS shall take precedence over the Racing Rules of Sailing between sunset and sunrise.


6.

Race Entries & Fees

 

Entry in Sailing Division races is subject to the following conditions:–

  1. The owner of a yacht entering any point score series of the R.M.Y.C-PH Sailing Division shall be a current financial full member of the R.M.Y.C-PH Sailing Division. All participating yachts shall comply with RRS Rule 46 (Person in Charge).

  2. The yacht must satisfy the YA Special Regulations in the RRS

  3. Only yachts entered on the Yacht Register of the club may participate in Sailing Division races, except in the case of visiting yachts or other casual entries, (on payment of the appropriate race fee, completion of Casual Entry Form and holding an appropriate YA Special Regulations Equipment Compliance Form acceptable by the Sailing Divisions Special Regulations Equipment Auditor) subject to casual entries being limited to a maximum of three races.

  4. Yachts must inform the Race Committee of the intent to enter a specific Series of races, by completing the on line Race Entry form and paying the prescribed fees.

  5. A yacht shall compete in 50% of races to be eligible for point scores and trophies.

  6. Yachts intending to compete in a race with a replacement skipper shall notify the CHANGE of SKIPPER in writing to the Race Committee forty eight (48) hours before the scheduled start of that race. The designated replacement skipper shall comply with RRS 46 and associated rules. An adjustment to the yacht’s handicap may be made.

  7. A yacht shall have a maximum of three (3) changes of skipper per season.

  8. Yachts entering approved class base championships will be awarded average points for the club races missed.

  9. All of the above shall apply unless altered by the Race Committee.

 

 

7.

Crew

 

The YA prescription to Rule 55 requires that any crew member that sails in more than 3 races in any one sailing season shall be a member of a club affiliated to an MYA and a member of an MYA and Yachting Australia. It shall be the responsibility of the person in charge of any boat to ensure that all crew members on board for each race comply with this prescription.

 

 

8.

Fees

 

Sailing Division membership fees and racing fees shall be as approved from time to time by the General Committee of the Sailing Division.

 

 

9.

Notices to Competitors & Changes to Sailing Instructions.

 

Notices to Competitors will be posted on the official Sailing Division notice board located at the Royal Motor Yacht Club Port Hacking. They also may be advised on the club’s website. Any change to the sailing instructions shall be posted on the Sailing Division notice board no later than two hours before the start of the race.

The variation may be advised orally on the water (either by hailing or by radio). The Committee Boat shall hoist code flag ”L” (Lima) before the warning signal. The onus shall be on each yacht participating to communicate with the Committee Boat to determine the nature of the variation.

 

 

10.

Schedule of Races.

 

As set out in the Racing Program (Sections 12 and 13)

 

 

11.

Scoring System.

 

Points will be scored in accordance with the Modified Low Point Scoring System as set out in RRS 89.3 and Appendix A.

A low point score bonus system is used where 1st = 0.75, 2nd = 2, 3 = 3 and so on.

Points for Did not Finish (DNF) = Starters plus 1, Points for Disqualification (DSQ) = Starters plus 2

Points for all other boats including Did not Start (DNC) & On Course Side of line (OCS) = Starters plus 3

A boat granted redress shall be awarded points equal to the average of her points in all previous races.

If there are no races before then she will receive average points of the fleet for that race.

   

12.

Discards-

 
  1. Short Haul - R.M.Y.C and Combined PPH, CBH and IRC Summer series - Two flexible discards.

  2. Short Haul - R.M.Y.C PPH Autumn and Spring series - One discard in each series.

  3. Long Haul Series - no discards.

  4. Short Ocean Series - no discards

  5. Two Handed series - no discards.

  6.  Winter R.M.Y.C and Combined Passage Races - One discard.

  7.  Wednesday twilight Series (Daylight Saving Time) - Three flexible discards.

  8. Wednesday afternoon Series (Eastern Standard Time) - Four flexible discards.


13. Handicaps
 

The handicapping system(s) shall be as promulgated from time to time by the Sailing Division and the Section of this handbook entitled Handicapping System (Section 9 and 10) shall be deemed to be part of these instructions.

In general, the Division’s races will be subject to a Progressive Personal Handicap (PPH) system adjusted after each race and a Class Based Handicap (CBH) system related to the yachts potential, designed to equate as far as possible the differing types of yachts racing and to recognise the relative performance of yachts and crew.

Yachts racing as a class may be raced on a “first across the line” basis, as well as, or in place of a class Based Handicapping system.

   
14. Courses.
 

Descriptions of courses and race programmes are contained in this document and are deemed to be part of these sailing instructions.

Shortening the course. For applicable courses, shall be in accordance with RRS:32.1

   
15. Committee Boat on Station as a Mark of the Course
 
  1. When on station as a mark of the course, whether anchored or maintaining station by power, the Committee Boat shall be deemed an obstruction and the obstruction shall exist for two (2) boat lengths around the Committee Boat.

  2. All yachts racing are liable to maintain the two (2) boat length clearance including anchor line, barging mark and tether if set. Any effects will not be grounds for redress. This alters RRS60.1(b) and 62.

  3. When anchored the Committee Boat shall display a black ball in the fore part as required by COLREGS Rule 30.

  4. When maintaining station by power the Committee Boat shall display a black ball over a black diamond over a black ball indicating a vessel Restricted in Ability to Manoeuvre as required by COLREGS rule 27.

  5. The Committee Boat may fly code flag M (mike) and club burgee.

16. Time limits.
 
  1. Category 3 Races-There will be no time limit.

  2. Category 4 Races-The time limit will be official sunset. If one boat finishes before the time limit, the time limit will be extended by thirty (30) minutes. Boats failing to finish before the time limit extension will be scored Did Not Finish.

17. Radio Communications

 

Distress/Calling frequency:

VHF Channel 16.

VHF Channel 73.

 
  1. All boats in Category 3 and 4 races shall monitor the radio on the Distress/Calling frequency whilst racing.

  2. The use of pre-arranged signals, radio transmissions and the like for the benefit of individual competitors is prohibited, except that a request for the official weather report is permitted and will not infringe Rule 41.

18. Maximum Crew Weight
 

In races under IRC qualifications, the maximum total weight of crew in kilograms that may sail on board a boat shall not exceed the product of the crew number printed on her IRC certificate multiplied by 90.

19. Spinnaker Pole
  Fixed and retractable spinnaker poles and bowsprits not attached to the foremast shall be permitted for the purpose of setting asymmetrical spinnakers. Amends rules 50.2 and 50.3.

 Section 5

 STARTING PROCEDURES and GALE WARNINGS

 

   

1.

Starting Procedures

 

a.

Programmed Races.

 

.

Under normal conditions, starting procedures will be in accordance with the RRS, Part 3, Conduct of a Race, Rule 26.

Races shall be started by using the following signals.

Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded.

  1. YA prescribes that when handicap starts apply a boat's preparatory signal is deemed made four minutes before the boat’s starting time.

  2. All yachts shall report to the Starter or a Nominated Yacht prior to the Warning Signal and register yacht name, sail number and number of crew. The report may be made by radio using the race frequency. If there is no starter, each boat shall make the report by voicemail or SMS to 0418253479.

  3. A yacht failing to report to the starter will be recorded as a non starter.

  4. Any course changes determined by the started after the early start but before the general start of Dual start races will be announced on VHF 73 to the early starters.

  5. For each Category 3 race, each boat shall submit a list of crew members providing details of the next of kin including address and phone number.  The procedure for submitting these details and confirming their accuracy will be promulgated to the skippers along with any other scheduled position reporting requirements before each category 3 race

  b. Starting Recalls
   

Individual recalls will be signalled accordance with RRS rule 29.1.

The Race Committee may also hail the sail number of an infringing boat. (Code flag X and one sound signal)

Lowered after  recalled boats restarted.

   

General recalls will be accordance with RRS rule 29.2.

(First substitute and two sound signals)

One min to new start

   

In all Category 3 and 4 races, the Race Committee may also announce the sail number of an infringing boat on the radio using the race frequency after the start.

 

  c.

Starting Penalties

   

Round the end RRS rule 30.1 shall apply only when Code Flag I is flown with the preparatory signal.

 

  d.

Starting vessel not on station

   

If the Starting boat is not on station fifteen minutes prior to the scheduled start time of a programmed race, then the yachts present may start at the scheduled time using a GPS time reference, and RRS Rule 29.1 applies.

 

 

  e. Gale and Strong Wind Warnings
   

In the event of a Gale Warning being issued by the Bureau of Meteorology (www.bom.gov.au) in the race area, which is current within two hours before the scheduled start time of a race or for any other reason that the Race Committee may decide, the race shall be postponed to a later date or cancelled, as the Race Committee may decide.

In the case of a Strong Wind Warning being issued by the Bureau of Meteorology in the race area, which is current within two hours before the scheduled start time of a race, the Race Committee has the option to:

   

1...Postpone the race to a later date (If a re-sail date has been allocated in the program).

2...Alter the course.

3...Cancel the race; or

4...Start the race as planned.

 

    The Race Committee’s decision to hold the race shall be based on the following points
   

1...Forecast for specific race area.

2...Alternative predictions from qualified forecasters.

3...Current wind and sea conditions.

4...The course to be sailed.

 

   

All decisions made by the Race Committee shall be posted on the official notice board and/or the web site (www.rmyc-porthacking.com.au/sailing.division) at the earliest possible time. The Race Committee will endeavour to be available at the club house prior to the race and are contactable for updates via telephone.

  f. Use of Engine
   

A yacht which is late for the start may use its engine after the Preparatory Signal in order to approach the starting line, which before reaching it must switch off its engine and complete a Full 360° Turn under sail alone before crossing the line, during which time it must keep clear of all other yachts.

 

2. Starting Line
   

The Starting Line shall be in the Port Hacking estuary and positioned as follows:

  1. When the Race Committee boat is ON station, the starting line shall be between the Race Committee boat’s mast and a moored mark laid nearby. In addition, a distance mark may be laid at or near the Race Committee boat end of the Starting Line, in which case yachts shall pass between the distance mark and the moored mark when starting.

  2. For Estuary starts, when the Race Committee boat is NOT on station and a Yacht is nominated as the starter, the starting line will be between a buoy placed on a transit from the starboard lateral marker (situated below the Bass and Flinders monument on Glaisher Point) to Split Rock and Split Rock

  3. When the Race Committee boat is NOT on station, the Starting Line shall be a transit from the starboard lateral marker situated below the Bass and Flinders monument on Glaisher Point to Split Rock situated opposite, on the Southern shore of the estuary.

 Section 6

 FINISHING PROCEDURES, LINES and DECLARATIONS

 

   

1.

Finishing Procedure

 

A Committee Boat will record the elapse times when possible, however, each yacht must also record their own elapsed time when crossing the line as described in the Starting/Finishing Lines. The skipper shall give to a member of the Race Committee a completed Sailing Declaration Form, witnessed by a member of the crew within 2 hours of the completion of a Category 4 race, and within 12 hours of a Category 3 race.

or

The yachts GPS finishing time or retirement and/or protest notification should be sent via a SMS message, within 10 minutes of finishing each race, to the number on the declaration form.

This message will qualify for the lodgement time limits for the declaration form.

Declaration or Protest Forms are available at the Sailing Division notice board or from the web site.

 

 

2.

Finishing Line

 

Unless stated otherwise in the R.M.Y.C Sailing Division courses, the Finishing Line shall be in the Port Hacking estuary and positioned as follows:

  1. When the Race Committee boat is ON station the Finishing Line shall be between the Race Committee boat’s mast and a moored mark laid nearby to the North of the Race Committee Boat. When finishing at night the finishing yacht shall illuminate her sail number whilst crossing the Finishing Line and report her sail number to the Race Committee boat as soon as practicable.

  2. When the Race Committee boat is NOT on station, the Finishing Line shall be a transit from the starboard lateral marker situated below the Bass and Flinders monument on Glaisher Point to Split Rock situated opposite, on the Southern shore of the estuary.

 

 

3.

 Retirements

 

Any yacht that starts and then retires shall inform the Starter or Race Committee of her retirement as soon as practicable. Any yacht not finishing shall complete a Declaration Form and deposit it in the slot provided on the Club notice board or Retirements (DNF) can be notified by SMS to the number on the declaration form.

   

4.

Penalties

 
  1. A boat that may have broken a rule of RRS Part 2 while racing may take a one turn penalty at the time of the incident (Amends Rule 44.2). The penalty shall be a 360 degree turn which includes one tack and one gybe. However if she has caused serious damage or gained a significant advantage in the race or series by her breach she shall retire.

  2. A boat which infringes Rule 42 Propulsion by using her engine or being towed after her preparatory signal but before starting shall take a One Turn Penalty under sail before she starts.

  3. A boat which infringes Rule 42 Propulsion by using her engine to take urgent action to avoid or get clear of an obstruction shall take a One Turn Penalty before continuing to race. In Category 3 and 4 races, full details of any such occurrence shall be included on a Declaration Form and the Race Committee advised within the time limit for the lodgement of protests. The Race Committee may adjust the elapsed time of the boat at its discretion.

  4. The Race Committee may penalise without a hearing a boat that acknowledges she has infringed a rule or sailing instruction in a Declaration lodged in accordance with Instruction 20.  Amends Rules 63.1 and A5

5.

Protests and Redress

 
  1. Forms are available at the division notice board or from the Sailing Division web site.

  2. Protests made under the provisions of RRS 89 are to be lodged with a Race Committee Member or at the Division’s lodgement box located in the Clubs notice board at the R.M.Y.C on the form prescribed in RRS.

  3. A protest shall be lodged within 2 hours of the completion of Category 4 races and within 12 hours of the completion of a Category 3 race.

  4. Protests involving CSC and R.M.Y.C boats will be managed in accordance with the protocol of the club to which boat initiating the protest belongs. That club will have the role to administer the protest.

  5. A member of the race committee of the administering club will notify the boat or boats which are being protested that a protest has been lodged.

  6. A copy of the protest form must be made available within 24 hours to the boat or boats being protested.

  7. The club administrating the protest will in the first instance endeavour to mediate prior to formal protest procedure commencing.

  8. If mediation is unsuccessful the club administrating the protest will appoint 2 persons to the protest committee and invite the club to whom the protested boat belongs to nominate the 3rd member.

  9. One of the persons appointed by the administrating club shall be an independent chairman of the protest committee.

6.

Burgees

  Whilst racing, the R.M.Y.C. Port Hacking Club Burgee and the Sailing Division’s Blue over Gold racing pennant will be flown, without the national ensign.
   

7.

Divisions

  a Races shall be conducted within the following Divisions
    1. Short Haul division - category 4
    2. Long Haul division - category 3
    3. Short Ocean Division - category 4
    4. Two Handed division - category 4
    5. Wednesday Twilight division - Category 7 and NSW Maritime safety regulations.
    6. Wednesday Afternoon division - Category 7and NSW Maritime safety regulations.
  b Each yacht shall nominate the division and series she wishes to participate in by completing the Nomination Entry Form before the start of the relevant series.
  c Yachts may change divisions and series after entering by applying to the Race Committee.
  d The allocation of a yacht to a particular Division shall be at the discretion of the Race Committee.

 TWO - HANDED SAILING EVENTS

  

   

 

Rules for two-handed events

1.

Propulsion may be by no other means other than the force of the wind and/or the manual power of the crew.

 

 

2.

Electronic navigation aids may be used.

 

 

3.

Autopilot or similar steering devices must not be used.

 

 

4.

The crew must consist of no more than two persons, both of whom must be aged 18 years or above.

 

 

5.

Extra sails may be used.

   
6. All competitors must read the risk assessment for two Handed racing and accept recommendations when entering.

 Section 8

 NSW MARITIME AUTHORITY REQUIREMENTS

 In case of accident.

 

 

1.

If a boating incident occurs on any navigable water in NSW and that includes to 3 nautical miles offshore, the person in command of a vessel must:

  1. Stop the vessel immediately.

  2. Give any assistance which may be necessary.

  3. Produce any licence to navigate at speed or certificate of competency.

  4. Give details of driver's name and address, the name and address of the vessel's owner and any distinguishing numbers (that is, registration number or permit number) which is required to be displayed on the vessel.

2.

If requested by a NSW Maritime Authority or Police officer, a person must provide the following details:

  1. Time, place and nature of accident.

  2. Name and distinguishing (registration) number of every vessel involved in the incident.

  3. Name and address of every person who was involved in or witnessed the accident.

  4. Extent of any injury or damage resulting from the incident.

3.

Where the accident has resulted in the: death of, or injury to, a person; or damage in excess of $100 to a vessel, or any other property a written report must be forwarded to NSW Maritime within 24 hours, setting out the particulars unless these have already been given to a NSW Maritime officer or Police officer.

   
4.

Boating Incident Report Forms
NSW Maritime
Boating Incident Report forms are available from any NSW Maritime Office, the Police, Royal Volunteer Coastal Patrol and Australian Volunteer Coast Guard.  Completed forms can either be sent to your nearest NSW Maritime office or forwarded to the address shown on the reverse of the form.

Note: A penalty is possible for not reporting an accident to the NSW Maritime Authority.

 HANDICAPPING (Summer)

  

   

1.

Handicap Types - Two systems of handicap will be used:

 

(1)

The Progressive Personal Handicap (PPH):

   

Derived from the ability of the individual yacht and its crew and will be progressively adjusted after each point score race.

The initial handicap for each yacht will be last progressive handicap from the previous series.

The handicapper will allocate an initial handicap for new yachts at his discretion.

 

(2)

The Class Based Handicap (CBH):

   

A system related to the yachts potential, designed to equate as far as possible the differing types of yachts racing and to recognise the relative performance of yachts and crew.

This correction factor is fixed for all races.

 

 

2.

Introduction

 

The Class Based Handicap and the Progressive Personal Handicap apply as follows;

 

a.

Series 1: Short Haul Series - To apply to the Spring, Autumn and Overall Summer Series.

 

b.

Series 2: Long Haul Series and Short Ocean Series - To apply to the series

 

c.

Series 3: Two Handed Series - o apply to the series

 

d.

Results will be declared for both handicap systems in accordance with the above (2a, 2b and 2c)

 

 

3.

Declarations

 

The skipper shall declare to the Handicapper at least 48 hours before the race start any alterations to the sails, or the number of sails carried by the yacht, or to the yacht and any of its equipment including professional crew which could alter its performance.

Penalties may apply, at the discretion of the handicapper, to any yacht that uses professional crew to break the spirit of the Personal Handicap System. To avoid this, skippers may notify the race committee, of the temporary participation of sail makers or other professional crew.

 

 

4.

Alterations to Handicap

 

All handicaps will be reviewed before the commencement of the season’s point score.

The Handicapper may alter a yacht’s handicap at his discretion:

  1. If it is considered necessary after declaration above

  2. If the present handicap appears incorrect

  3. If the yacht’s owner submits a written request for a review for specific reasons.

  4. If a yacht fails to start, or retires, or is disqualified.

  5. If there has been an anomaly in setting the handicap.

5.

Adjustments to the Progressive Personal Handicaps

 

A Yacht’s Progressive Personal Handicap (PPH) will be reviewed after each race to the following system (and in the following order):—

  1. The corrected time of each yacht in the race will be calculated by multiplying the elapsed time by its handicap (PPH). The corrected times are sorted from the lowest to highest for the race result.

  2. The median corrected time is established using the ECHO method. This method mathematically derives the median corrected time.

  3. After each race, a personal Time Correction Factor (TCF) is calculated by dividing the median corrected time by the elapsed time of each competing yacht.

  4. The new TCF will be limited to a 7% variation from the previous TCF.

  5. The last TCF’s are averaged for the next Progressive Personal handicap. The initial handicap is used in the averaging when calculated TCF's aren't available.

  6. For Series of more than 10 races 3 TCF's are averaged -if less than 10 races we average 2 TCF's.

  7. A maximum handicap change of 3% will apply to the new handicap of each yacht.

  8. Boats that did not finish (DNF) or are disqualified (DSQ) or did not start; will not have their progressive personal handicap adjusted.

Ties Broken in the Following Order

 
  1. Most best scores excluding discards

  2. Best Score in last race

  3. Ties remain

 HANDICAPPING (Winter)

 Combined (CSC & R.M.Y.C.) Point Score

   

 

All boats will be handicapped on a time adjustment handicap system as follows:

1.

Base Handicap

 

  1. Each boat will be allocated a handicap start time (HCP) expressed in minutes. The time will be derived from the boat’s arbitrary handicap and adjusted for an elapsed time of 150 minutes for the slowest boat in the fleet. More than one boat may have the same handicap and the slowest boat will have a handicap of zero.

  2. The winner shall be the first boat to finish and each boat shall score in order of finish.

  3. The race duration will be approximately 150 minutes and shall not be grounds for protest or redress.

 

 

2.

Performance adjustments

 

  1. After each race, a revised HCP for each competing boat is calculated by adjusting the starting HCP by the difference between the elapsed time of the boat placed in the middle of the fleet (finishers divided by two, round 0.5 up) less the elapsed time of the boat. A maximum adjustment of 7 minutes will apply.                                               HCP revised = HCP start + (ET mid - ET boat)

  2. The HCP for the next race is obtained by averaging the last starting HCP and the revised HCP of the previous race.

  3. Boats placed first, second and third will have an additional penalty of 3, 2 and 1 minutes respectively added to their revised HCP.

 

 

3.

Other Adjustments

 

  1. After the application of the adjustments above, the least handicap may be adjusted back to zero and the handicap of all other boats will be adjusted by the same amount.

  2. The handicapper may adjust a boat's handicap at his discretion should it appear there has been an anomaly in setting her handicap or if the boat does not compete.

  3. Changes to a boat's sails and equipment within class or measurement rules shall not affect her handicap.

  4. Boats that do not start will have a penalty of 2 minutes added to their revised HCP. There will be no change in handicap for boats that are DSQ or DNF.

Important Notices

BOMBORA MARK - (BM)

 

Yellow spar buoy ENE from Hacking Point.  The position of the mark is approximately lat. 34o04.3’S; long. 151o10.9’E and its location may be affected by the action of current and sea conditions.

All boats shall pass to seaward of the Jibbon Bombora (lat. 34º 04.9'S; long. 151º 10.5'E) at all times.

   
VIRTUAL MARK
 
  1. The GPS shall be set to the WGS84 datum and the lat. and long. of the mark shall be entered as a waypoint with an approach (alarm) ring of 0.1 NM. The track log shall be set to record 10 second intervals if possible.

  2. When the boat is within 0.1 NM from the mark, she may make her rounding in either direction and shall record the position of her turning point. Each boat should be aware of her responsibility under the racing rules or the prevention of collision regulations if other boats are in close proximity.
